Ir MA was the Director of Water Supplies of the Hong Kong SAR Government from 2008 to 2013. He steered the promulgation of the “Total Water Management Strategy” for Hong Kong, which aimed to well prepare Hong Kong for uncertainties including acute climate changes and low rainfall, and enhance Hong Kong’s role as a good partner to other municipalities in the Pearl River Delta in promoting sustainable use of water in the light of rapid growth of water demand in the region. The various water demand and supply management measures of the “Total Water Management Strategy” have all been launched with a concrete road map set for the commissioning of additional water resources for Hong Kong through seawater desalination and waste-water recycling.
Ir MA collaborated with the universities in Hong Kong in various research applications including promotion of treatment of sewage with high salinity for waste-water recycling that helps to close the water loop in Hong Kong and further encourages the use of seawater as an alternative water resource in other coastal cities; fabrication of in-line micro hydro-generator to generate electricity from pipe flow for driving flow monitoring devices; and development of various network and water loss management techniques and predictive models.
